Search all with conditional dropdown

Is there anyway to have a conditional dropdown where if nothing is selected, it searches all, otherwise it uses that condition?

    You would need to have three relationships.

    One that you have now with the CDD
    One without the CDD

    Then a final calculated formula to calculate [Related Parent (final)]  that you would use to pull in the lookup fields.
