Users with same role see different things (cross app)

Well I figured this out. The Full Name field was referencing a third app (Payroll) where all employee master data originates and is maintained. The HR app references Payroll for this master data and user Tony did not have rights to Payroll.

I thought once the data was pulled into HR that the HR access rights would apply to any calls downstream... but not the case.
