Does Quickbase offer a way to give non-technical team members view-only access to Pipelines?

Not as a separate "view-only builder" role. Pipelines permissions are about who can build (create and edit). Account admins set that under Admin Console > Permissions — specific users, or everyone, with the channels you leave on. There isn't a permission that lets someone open the designer in read-only mode.

For visibility without giving build rights, two options work well.

Realm admins can turn on Realm pipelines on the My Pipelines page. That shows every pipeline in the realm in a read-only list (name, owner, schedule, etc.). They can't turn pipelines on or off from that view.

You can also add an Admin Console connected table for Pipelines (realm admin). That lands pipeline name, state, last triggered, channels, apps, and run counts in a normal Quickbase table, so you can build reports and share them with non-technical folks the usual way.

If the real need is collaboration on building, use a service account and assign those people to it instead of sharing a personal login.
