Let me set the scene before starting.  I have a form with sections that each have a status, last modified on and last modified by fields.  There is a form rule to set the last modified by field to the current user when the status changes.  This form rule is working some times but not working other times.  Why isn't the last modified by updating correctly every time?  Could it be caused by more than one user editing the record at the same time?

if you are talking about the native [Last Modified field] I don't believe you can have a form rule affect that "built-In" field. it is set according to the user which last modified that record or by which owner of an Automation or Pipeline which modified the record..

Two other things that could contribute:

1. Is the status field a formula? If so, just because the status changes, the dynamic rule won't fire until the record is opened and fulfills the conditions.
2. Can someone be changing the status in grid edit mode? Dynamic rule won't fire in that case.
