French accented characters in a Mailto: URL

Does anyone know how to get French characters to render properly when constructing  a "mailto:" type URL which will open the email client and populate the To:, the Subject and the Body?

I am quite familiar with the mailto: URL syntax, but the accented characters turn into diamonds in the composed email.
