How do I add a CSS file to the new home page?

I am trying to add a custom button into the homepage with a "onhover" tool tip. The old home pages, I was able to add html. On the new one, I cannot seem to add any code.

Please let me know.

    Hi, you can create an HTML/ CSS/ XML/ js page by following the below steps:

    1. Go to App Settings.
    2. Click on new page option under the user interface section.
    3. Once you create your HTML page then, you can add a web widget on the home page and reference your page directly there.

    I have no idea what you mean by "new home page". Please provide details with a screenshot and/or the code you are using. I am sure the solution is trivial to implement but I have no idea what you have attempted.
