Matching Fields between tables to populate third field

I have a field in two of my tables entitled "Group ID". When these fields match, I want them to populate a third field called "Household ID". Is this possible? I've tried formulas and other ideas, but no luck.

Are these tables related?   Where is the third field? If you describe the architecture and business case a solution should be possible.
