Auto re-order steps in a process

This seems like it should be very basic, but am unable to figure it out.  I am building out a detailed process.  Step #1, Step #2, Step #3 to be used as a template.  The process is ever changing.  How do I enter a new step after Step #2, so that it now becomes Step #3, and the previous Step #3, is now Step #4.  Thank you!

Are these just records on a report? If so create a field called sort sequence and enter the sort sequence


Then change the report to sort on that field. You do not have to show the field on the report.

Thanks for the response, I will be more specific, sorry about that.  Here's an example with construction CSI codes. 


01100 Summary
01200 Price and Payment Procedures
01300 Administrative Requirements
01400 Quality Requirements
01500 Temporary Facilities and Controls
01600 Product Requirements
01601 Execution Requirements
01602 Facility Operation
01603 Facility Decommissioning

Let's say I wanted to insert a new code "01601 General Conditions." then have all of the other code numbers after would need to increase by 1.  A have simple sort field's is what I have now, but when I change the order of the codes, then I have to go in and manually change all the rest of the sequence orders. There are several hundred codes. 


Another Example:

Task 1

Task 2

Task 3

Task 4

I need to insert a task between task 2 and 3.  

Now Task 3 will be Task 4 and Task 4 would be Task 5. 


I think that will take a non native scripting solution.

A little additional code could be used to add a new row or you could add a new row before invoking the drag and drop solution.
