Can I send email notifications to email addresses defined in another table?

Hi ,Can I send email notifications to  all email addresses defined in another table? Eg : when one record in saved in table 1 , at that time  i want to trigger the notification to all email address that defined in table 2 .Thanks------------------------------preeti verma------------------------------
