Can you reorder Form Rules in the new Forms Designer?

It's easy to move rules up/down the rule number chain using the old forms.  For the life of me, I can't figure out how to do it using the new forms.  Probably something simple that I am overlooking.

Also, does anybody know what the 6 little dots are next to the rule #?   I hover over it and/or click and nothing happens.

Thanks...Aaron
