Copying records to another table without the restrictions

Hello fellow Quick Base Conquerers. 
I have our HR app set up in one application and I want all employees to be able to see only their file.  
I can do this with the restrictions in place only allowing then to see if they are a QB user assigned to the file. 

I WANT them to be able to see Name, Title, Company (We have a few companies but want one company directory) company phone number, company email, and tenure of time.  The only way I can see doing this is allowing full access in one app and *see above access* for the HR app. 

Outside of doing double data entry I can not seem to figure out if this is possible.  I created a pipeline to create a new record in the new app but I think the restrictions are carrying over.  I also tried it in zapier.  

Any thoughts?

We had a similar problem, we resolved it by creating a report where the user had to type in their Government ID number, DOB 

This can be done by creating a filter which says Ask the user.
