DO not default new fields on forms

I know I've seen the option to make it s that new fields created do NOT automatically get added to the end of your forms, but now I can't seem to find it. I'm sure I keep staring at it but am just not seeing it.

There is also a pop-up window when you create a new field that gives you the option to not add the field to forms:
