Does the builder program not allow access to the Quickbase app Exchange?

I'm trying to access the QuickBase app Exchange but I do not see a button for "Explore Sample Apps" on my home page.  Is this an expected limitation of the builder program?

The builder program does allow access to the Exchange.  From my apps page look on right side under the "Learning and Support".  You should see a link, not a button though, called Exchange_
