Email Notification

So I have email notifications for one of my apps I am working on. So when I, the email owner, triggers the conditions for an email to be sent, it does what it is supposed to do. The issue is when an user triggers the conditions of an email to be sent, it does not send the email. Does anyone understand why this is happening and/or how to fix it?     Typically, this is not possible. So I think you need to re-examine what the trigger fields are for your notification and what filters there are and double check that when your users are  making the change that all the conditions are in fact fulfilled.
