Formula Numerical , if blank than days until today

Hello,

I'm tracking how long it takes on average for me to receive documents from an outsourced department. 

I currently have a submission date, and a received date.

I have a formula to calculate how many days until I received my documents in a Formula - Numeric field. The formula is:

ToDays([Permit Received Date] -[Permit Submission Date])

I'm trying to have this fill in the number of days from the permit submission date to the current day [ toady() ] if Permit Received Date is blank. I haven't found the method to communicate "if blank, then x"

Can someone support?
