Gauge Chart shows 0, but there are 3 records

My gauge chart shows 0 # of Projects, but in the upper right it says there are 3 records. When I click on the gauge chart, it does open the drilldown report showing the 3 records. How do I get the gauge chart to show 3?

    I've run into this a couple times, and it was because the chart had slightly different filters compared to the drilldown report. I was able to fix by removing the filters on the drilldown report.
