      Not tested, but try this as a Formula Duration field.

      var date StartPlusThree = AdjustYear([Starting Date],3);

      var date EndDate = if(not isnull(Ending Date]), [Ending Date]), Today());

      Max(Days(0), $EndDate - $StartPlusThree)
