Instruction #sequence, how to make 1-10, instead of 1,10, 2, 3-9?

Hello, 

I have a instruction list for checklist. It usually has less than 10 instructions.  

However, when I add 10th instruction, it shows below 1, and above 2. It causes some problem since we used to scroll down to the bottom to see the latest instructions. 

How to make the sequence is 1,2,3 ....10. Instead of 1, 10, 2, 3,.....9? Thanks.
