Making an app read only

I'm trying to find a way to make the entire app read only.  I know I could change the security groups but we have several in the app.  We need to archive the application and individuals will need to access it but should not make any changes.  Thoughts?

    I just go through all the users and hopefully more groups than single users and set the role to Viewer.
