Reminder to be sent 0 days before a formula date field

I spent a good amount of time setting up a date/time field in accordance with our SLA. The idea was that the system should send out a reminder when the time was equal to the time in that formula field. 

I had thought to do this by setting a reminder that triggers 0 days before the formula field. However, this doesn't seem to be working. Do the reminders not take into account time of day? Is there a way I can send out emails in this way?

    Subscriptions and reminders are processed over night beginning at about 3 AM Eastern which is midnight Pacific time.

    They do not run by time of day.

    So there is not a native solution but there may be others who might chime into this thread with a non-native solution.

    It is possible to trigger a subscription and hence presumably a reminder (but I have not tested that), with an API so if you can have some external service call the API on a timer then you could get it to fire in the middle of the day in a particular time.
