I have a report that is filtered by [Manager] = [Current User]. So that only the current user see's his or her projects.

I know typically, a report only sends if there are records existing (assuming you have that option checked).

Since 'records existing' will vary based on the current user, If I set up a daily subscription sent to everyone, will it only send out updates to those specific users who would see something on the report?

I hope the question makes sense....

*Edit* I think there is literally this same question asked 10 minutes ago. Sorry!

So exactly. So if the subscription goes to 100 recipients it could be that 50 of them have a blank report and therefore get no email at all and the other 50 would get 50 different reports each customize per user.

If you start going to crazy though on these kind of subscriptions to go to many users please note that even the blank reports count as a subscription sent and the maximum number of subscriptions per day per table is three times the number of users that have access to the table.
