White space in form

Question

I made a form with a number of rules in it where some of the fields only appear when certain conditions are met. I also made all the rules collapse the form but when I edit the form I see huge swaths of space. Is there any way to collapse the form when I am editing it?

Something is definitely wonky. There must be a form rule which does not have that collapse space check box checked.
