how do I move a report from mine to common

Edit your report, you should have the option to 'save as', and specify to save the report in Common

the "save report as" window says "you can't ever list it for other users

I see that, too. My role is 'Admin' and I was able to save my report ' Contract Cover Sheet' to the Common reports as "Anyone's Contract Cover Sheet".
