Alert user when added to user list

Does anyone know how to alert users who have been newly added to a user list?  I need to be able to alert only the newly added user(s).  Sometimes multiple users will be added at the same time and would all need to be notified.  Thanks!

    How are they being added to the list?

      The are added manually to the list.  Either the user adds themselves or another user.  Often mutiple users are added at the same time
