"grasping at straws' here. Do you have any pink warnings in your form rules that indicate you might have a conflicting form rule?
The only other idea I have before having to resort to contacting customer care team is to create a field called
[current user]
where the formula is
User()
And have the form rule change that field to the value in the field [current user]
I can't see anything wrong with the way you're doing it but sometimes doing it a different way works for no explicable reason.

What would cause a user field not to be updated?
I have a checkbox, user and date field. I have a form rule that when the checkbox is checked to update the user to the current user and the date to the current date.
The date updates but the user field will not. Here is the rule.
