I would recommend setting up a Formula Numeric Field and 1 would be equal to 1 year and less than 1 is a fraction of the year. Your formula would simply be
If ((Year([End Date])-Year([Start Date]))=0,(Month([End Date])-Month(Start Date]))/12.0,Year([End Date])-Year([Start Date]))
