It's a shame that you have such short drop down lists to work with, because and it is truly impressive to see how efficiently Quick Base filters the next drop down when there are thousands of records.
In you case, you just need to set up a master table to drive the drop down list for field 1 and then another table for the valid choices in field 2 and then make a relationship where One field 1 has many field 2s. I suggest making the Key field of these tables the actual text choices and not Record ID#.
Then you will use those tables in a relationship back to your data entry record to provide the drop down lists.

I did the same as mentioned by you above, not sure if missed something as not getting the conditional drop down list..
Here are 3 tables involved.
Milestone
Milestone level
Milestone Name
Milestone table form has "Milestone Level" selection and that is linked to 'Milestone Level' table on it PK (Milestone Level).. "Milestone Name" column in Milestone table is linked with 'Milestone Name' table on its PK (Milestone Name).. 'Milestone Level' and 'Milestone Name' tables are connected to each other on "Milestone Level" column ..
I just pasted the conditional selection condition for "Milestone Name" column in Milestone table for your reference...Do you see anything missing?
