Color coding a field based on anything or nothing data

I am working on some color coding and I can not figure out the formula needed to color a row based on if a field contains anything...can you help me with this? Do I still use Case or do I use If? Example: I have a field labeled Payroll Notes, I want the field highlighted if there are any notes in the field regardless of what they are and not highlighted if the field is blank.
