Conditional Dropdown Field Remove Ability to Add New Option

I have setup a conditional dropdown with two fields and would like to turn off the ability to create new dropdown options for a particular role.  Currently at the bottom of the dropdown list it shows...

Ok I went in to the User Interface tab for that role and clicked the following.

Still not working.  I included the image below just to show what it is I am trying to get rid of.  The Create topic link at the bottom of the dropdown.

Is there any way to convert my form to the old one style?

There is no conversion tool to convert from new to old or old to new forms. But what I suggest you do is a to make a super mini old style form just with this drop-down field on it and see if it behaves properly or not.
