Do you mean as a static link to a particular file? How would the other record know which file you want?

Thank you for your response, it's lead me to another trial and error. Apparently, I found your old discussion and adjust the formula. Rather than rich text formula, I'm changing it to formula URL
URLRoot() & "up/" & Dbid() & "/a/r" & [Record ID#] & "/e138/v0'>" & [referee checking]
Then I create URL field on destination table and using automation with some certain conditions to copy the field record from original table to destination table (url field)
It's good to go through old discussion and found some interesting discussion that can be the answer
