Create a Gauge Report that displays %

I am trying to set up a gauge report that displays % completion, to display on new dashboard as a single %.

Numerical percent formula field:
[# of Content Reviews Completed]/[# of Active Content]/100

Gauge Report set up:
Gauge measures:  Numerical percent formula field (above), summarized by (summed)
Start at 0
Goal = 1
Filter:  Content Status = Active

Gauge Results: The total # completed, not the % completed.

    Try using an Average instead of a Sum and see if the math is right for your use case.

      Switched from summed to average, the gauge display appears to be about what it should be (24%), but the % displays at 0%.  Ideas?

        Well, you could set the goal at 100 and alter a formula to multiply by 100.
