Is the Division ID a numeric or text field type? I don't believe that numeric fields will offer up choices.
A good line that I will attribute to Scott Burday @Scott Burday, Trinity at Trinity I.S., is that where you have a field that you don't intend to do math on then it should be a text field and not a numeric field even though it only has numbers in it.
So you will have to consider the implications of changing that field to be a text field type. You may want to do this in a test copy of your application because if it gets used in other formulas or look up fields then you have to consider those applications.

Both fields are text fields with the same settings.

One clue that could be when the report loads and you put your cursor into that filter box, if it spins for a while and then stops that meant that it decided that there were too many choices.
