Exact Forms in apps the require tokens

I need to be able to create and send multiple emails with a PDF attachment.  I started trying an email notification, but that combined all of the PDFs into a single attachment.  Then I looked into using an Exact Form.  Conceptually, this looked like a solution, until I read a line in the documentation stating that exact forms cannot be used in apps that require tokens.  Is there a work-around that will allow exact forms in an app that requires tokens?
