Since it downloads as a CSV, I don't know that you're going to completely get away from the user having to do some type of formatting, but you can get around the issue of the formula in the download. You'll want to create a 2nd field for the URL, but this one will just be a plain text field. Then, you'll want to create an Automation that runs when the record is created. This automation will just need to copy the value of the URL formula field over to the new Text field. You can then use the Text field in the download and it should have no associated code in it.
