OK, here we go. There are a few options.
If you just want to have a URL formula button to download a file, but which will have a generic name, then make a URL formula field on the record where the file is and then look it up down on any relationship.
URLRoot() & "up/" & Dbid() & "/a/r" & [Record ID#] & "/e10/v0"
In the formula above e10 means that the file attachment field is in field ID 10.
If you want the same effect, but to look like a clickable file attachment where the file name is exposed, then you need to make a hyperlink which is a Formula Rich Text field type. I always make my hyperlinks the same way.
