Just set the Notification to be when a SINGLE record changes. Then you get to select the FROM.
The concept is that if its a multi record notification and there are 100 changes and each record would have a different staff member, then the email cannot come from 100 different staff members. So that option is only available on a single record change Notification.

So the notifications are triggered by single record changes through a form. I am able to select other users, just not this specific user.
