Gantt Chart template plug in access needed

Question

I am trying to build Gantt chart and downloaded Gantt chart from Exchange. I am trying to install plugin but I get error saying following. Even though I am the only one who is admin and I have all the access. Anyone has faced this issue? Thank you

Yes,
You likely need to turn on access to plug-ins - under manage billing account...
