I've run into this a couple times, and it was because the chart had slightly different filters compared to the drilldown report. I was able to fix by removing the filters on the drilldown report.

HI Gary....your response doesn't make sense as the drilldown report is fine, or maybe I'm not following your answer. It's the Gauge that is showing a big, fat 0 under the gauge, but in the upper right corner shows there should be 3. I need that big, fat 0 to show as 3.

Gauge shows 0, but upper right says there are 3 records - which is correct

I'm sorry it doesn't make sense to you, but it's quite simple.
First, go to your gauge report settings and you'll see that it has filters. Let's call these "Gauge Filters."
Next, go to the very bottom of the gauge report settings, and you'll see section called "Drilldown Behavior" with a dropdown to select a specific report to use as a template for the drilldown.
If you are using "Default report", then my suggestion doesn't apply to your situation. Good luck and have a nice day.
But if you are using a specific report, then you should check the filters of that report to ensure they are not in conflict with the Gauge Filters.
In the past, if the Gauge Filters and filters of a specific drilldown report were in conflict, the gauge report would not calculate correctly. I resolved this by removing the filters on the specific drilldown report.

Hi Gary...I did change back to 'default report', but the same thing happens. I'm sure it's something really lame that I'm overlooking, although I have done these before.

Bummer. Can you send a screenshot of all of the drilldown filters that appear when you click the link in the screenshot you posted for Mark above? Like this:
