how can I give other non admin users save as speadsheet capabilty without the import button with it?

Question

The new quickbase removed the ability for users other than administrators to export data from table or save as a speadsheet, now it is combined with export/Inport and I do not want to give the users import capability and I do not want to give them admin rights too, but they need to save as a speadsheet as before.

The ability to save as a spreadsheet is under the More "button" to the upper left when a report is displayed for non administrators.

how do i remove this option for a specific role? So that download to spreadsheet does not show up on a specific role.
