I want a text field to show next to a multi select field only if the line "NO" is selected. I know I've seen it done, but I can't figure out the formula to trigger that.

You can use a dynamic rule to achieve that. Just right click on any of the fields and select "Edit the properties of this from element...". Head over to the Dynamic Form Rules and set the field you wish to show with the Selected Value on your Multi Text.
I did try it and it seems to work fine:
