How do I enable the voting buttons within the outlook email when I click on email link?

I have a link that opens an Outlook email. I found code to do this on a similar forum.  When I click on the link I would like the Outlook Voting Button to already be enabled. Any help with this would...

SendToOutlook add-on might work for you instead of using mailto which is very limited.  SendToOutlook allows you to set any Outlook field value in the URL.  Have a look here:  http://www.SoftTechExperts.com/sendtooutlook.html.  Contact me directly for more info.  Thanks.
