How do you block access to List All report for a role?
I can hide the report in the reports list but need to know how to completely block access to the List All report from a specified role.

The situation you outline is pretty much correct - employees may need access to every row in a table on a 'single row at a time' basis, but the entirety of the data is commercially sensitive.
