How to display foreign language characters in a multi-line Text Field

Has anyone identified a solution for viewing text entered in Chinese (for example) from a User in China with a chinese-character keyboard?  The user is entering text in Chinese; but they are rending in this format "张小姐很久"

I found a 3 yr old post from Eliza at QuickBase about changing the Browsers settings; but the users who need to view/print out the chinese characters are in the UK/US.
