How to open an app to everyone on the internet

I am the billing account administrator for my company.  I have set the permission to allow apps to be open to the internet.  And I know I have done this on several applications, but I can not find the...

You need to share each application with a new user.  The user name is "everyone on the internet".  Then make sure you assign that user a role in your application.
