QuickBase is the best platform to put together an application to track and submit time. I prefer that unless the client has another platform that we are supposed to use. If you have permissions to create new applications, just create a simple app with one table "Timesheets", with fields such as "Week Ending Friday" as a date field and the number of hours as a numeric field. Depending on how complex you want this to be, you could create a submission process, approval process by the approver, and then forwarding process to whoever has to pay you. Hope that helps.
