Impersonate User Permissions - Test as another user

Hi all,

I wanted to know if it is possible to share permissions of the feature "Impersonate User - Test as another user".

I need my operations manager to see our app as other users see it in order to understand how the different people interact to it.

    In my experience, the users need to have full admin permissions to test as user.
