Many to Many form failed to open add new form

I have a Many to Many relationship between Work Orders and Targets "AKA Facilities" , The work order table has a field called feeder that is lookup of the parent table of the Targets table. and the Targets drop down is dependent on the Feeder.  This is all working as expected but if I need to add a new Target and select the <Add a new Target> option in the drop down nothing happens

I want it to open the Add New Target Form  and populate the Feeder Field with the Feeder provided from Work orders. is there a way to override the <Add a new target...> action to open the correct form  and pre-populate the Feeder field?
