Mobile User Interface Editing

Is there a way to edit the way apps appear in their mobile form? A lot of the uses of one of my apps is on iPad and I can't figure out how to edit the layout.

    In the Settings for the app under Advanced Settings
    (does not apply to admin users)
    you can force Desktop View.
