There could be a maximum of 10 permits for one construction project. There are 15 permit statuses to choose from in a multiple choice field. There's only one type of permit, so hopefully that makes it easier. I'm messing around with the reverse relationships to see if I can get it to work in the meantime. I'll update you if I crack it.
