Yes.  Create a 'Formula - Email Address' field in the 'Local Counsel' table and set it equal to the email field you are referencing from the other table.  


Of course, this will not allow the user to override the value in the 'Local Counsel' table.  You will need to use a different strategy if that is the goal.

Is that Attorney Name field in Local Council's part of a relationship between those two tables or is that Attorney Name field just a multiple choice type field with the Input Type set to 'From another field'? The second option "From another field' unfortunately doesn't create a relationship between the two tables, which can make bringing over other data far more complicated as there is no relationship between the field and its source to bring down information via Look up fields, etc. So I just wanted to clarify if that Attorney Name field that you are using in your record is part of a relationship or just using this option as Formulas aren't able to draw values from other tables, they function in a record on a single table. 

Rob, how do I specify that I need to pull the record from the "Attorney" table and corresponding field for the EMail address in the formula?   I do not want the user to be able to override.

Yes, sorry.  I assumed you had a relationship between the two tables and was wanting to write data to the related table as a default value for a field or some such thing.  I do not presume to question your design or schema decisions.
